I am disputing a transaction on my XXXX credit card for an item I did not receive and did not sign for. The amount is {$60.00} The merchant claims the package was delivered and signed for. However, I never received the item and never provided a signature. The shipping label does not include my apartment/unit number, only the building address, making proper delivery to my unit unclear. The merchant initially communicated that the package was delayed on the day they claimed the status was delivered. The merchant provided a signature proof, scan but I did not sign for this package and when you scan the code nothing shows. The package was also claimed delivered in/at a mailbox, which contradicts the claim of a signature-required delivery. To Capital One Customer Relations, I am writing to formally escalate a significant unresolved issue involving the advertised XXXX shopping portal offer ( XXXX miles ) on both my XXXX and XXXX XXXX cards. I have experienced repeated fraud holds, account restrictions, and verification problems with multiple Capital One credit card accounts. My Capital One Cabelas card ending in XXXX was repeatedly blocked during legitimate purchases, requiring multiple calls with Capital Ones fraud department. I successfully completed identity verification and uploaded my identification documents more than five times at Capital Ones request. After resolving those issues, I later opened a Capital One Savor account. Shortly afterward, a legitimate purchase attempt involving a family member triggered another fraud alert. This morning, XX/XX/XXXX, I attempted to make a payment by phone and was directly transferred to the fraud protection division of Capital One Bank. I am operating an XXXX business account and Capital One is my business banking provider. I am being charged double what XXXX should be charging and after over a week of investigating, Capital One accepted responsibility for coding the charge that remains pending for over a week incorrectly. This pending charge is duplicative and XXXX has no record of this charge. When I called Capital One I was informed that this case would take a month to resolve. Yesterday, Wed, XX/XX/XXXX, I called to report 3 unauthorized charges to my debit card which resulted in that card being cancelled. The representative who assisted me told me to call back to order a new debit card because she wasnt able to get it ordered for me and it would be XXXX to me overnight. I called Capital One with my XXXX phone number on XX/XX/year>, to try to login to my account and to obtain a new debit card, since my old one was canceled ( I did not cancel it, and it was not supposed to expire until XX/XX/year>XXXX ). Every method of verifying my identity that they " offer '' is the same - only through a US phone number, which I no longer have. They also refuse to send me a new card to my international address and wouldn't issue a virtual card, nor would I be able to use it, because of their discrimination against expats and travelers without US phone numbers/ SIMs. I'm stuck in XXXX, with no access to my funds, and no way to pay for anything.

I paid the account current and made payment on my other cards to show financial responsibility. I requested a goodwill adjustment to remove the late as a one-time courtesy and was denied. I had fraud debit card charges on my business debit card and they refuse to issue temporary credit even after Ive given them the police report and the person who used my cards is in jail.
